A survey taken of 15,000 "well-traveled" women yielded the above ratings on the sexytime abilities of men around the world. AmericaBlog's John Aravosis agrees with France's rating, but he's probably unduly influenced by his current residency in Paris. Personally, I think I'll need a much larger sampling before I make my own call.
