LCR Slams Kerry On Iran Deal

The Log Cabin Republicans today published the above message in a full-page ad in Roll Call. Via press release:
“It is absolutely appalling that the negotiations taking place right now between the United States and the Iranian government have avoided any serious discussion of the horrendous human rights abuses taking place in Iran,” Log Cabin Republicans National Executive Gregory T. Angelo stated. “Given the reluctance of Democratic gay rights activists to ever level any criticism whatsoever against the Obama administration, and the absence of the brutal treatment of gays as well as women and Jews from United States diplomacy in this matter, it was incumbent upon Log Cabin Republicans to draw attention to this important issue. The deadline for a deal is looming, but it is not too late; Secretary Kerry can still make human rights an important part of these highly consequential negotiations. Anything that does not is a bad deal.”

Perkins Attacks John Kerry Over Creation Of US Envoy On Global LGBT Rights

"Most people probably assumed that America already had an ambassador for homosexuality: it's called the Obama administration. But now, Secretary John Kerry wants to make it official by creating a permanent position in the State Department devoted entirely to strong-arming other countries into embracing his view of homosexuality. In another major U-turn from the Bush years, the Obama administration is adding a full-time, taxpayer-funded, openly gay diplomat to the payroll whose sole purpose will be forcing the President's radical social agenda on reluctant countries. Like Hillary Clinton before him, Kerry has turned the State Department into a satellite office of the Human Rights Campaign, where the only goal seems to be exporting homosexual extremism to a world preoccupied by far more important issues." - Hate group leader Tony Perkins, via email.

Obama & Kerry Condemn Attack In Paris

Via CNN:
President Barack Obama strongly condemned the terror attack in Paris on Tuesday that claimed 12 lives and praised France for standing "shoulder to shoulder" in the fight against terrorism. Obama said in a statement that the U.S. would provide "any assistance" to "America's oldest ally" in bringing the terrorists to justice. Obama was briefed on the attack against French satirical magazine Charlie Hebdo on Tuesday morning and senior U.S. national security officials have been in touch with their French counterparts. Three gunmen burst into the magazine's headquarters on Tuesday morning and also fired at police officers in the streets outside while shouting "Allahu Akbar" -- God is Great in Arabic. "Time and again, the French people have stood up for the universal values that generations of our people have defended," Obama said. "France, and the great city of Paris where this outrageous attack took place, offer the world a timeless example that will endure well beyond the hateful vision of these killers."

Secretary of State John Kerry addressed the French people directly -- in both English and French -- expressing American solidarity in the face of the attacks. "We stand with you in solidarity and in commitment both to the cause of confronting extremism and in the cause which the extremists fear so much and which has always united our two countries: freedom," Kerry said in a press conference. "No country knows better than France, that freedom has a price because France gave birth to democracy itself." Kerry made similar remarks in French, proclaiming that terrorists who claim the satirical magazine Charlie Hebdo is dead, are wrong. "Le pouvoir de la liberte d'expression vainquera dans la lutte contre l'obscurantisme," he said, meaning "The power of freedom of expression will be victorious in the fight against darkness." The Department of Homeland Security is "closely monitoring" the situation in Paris, a senior official from the department said in a statement.

Israel & Hamas Agree To Cease-Fire

Brokered by the UN and Secretary Of State John Kerry:
In a statement released in New Delhi where Secretary of State John Kerry is traveling, the U.S. and U.N. said they had gotten assurances that all parties to the conflict in Gaza had agreed to an unconditional cease-fire during which there would be negotiations on a more durable truce in the three-week-old fighting. "This humanitarian cease-fire will commence at 8 a.m. local time on Friday, Aug. 1, 2014. It will last for a period of 72 hours unless extended. During this time the forces on the ground will remain in place," the statement said. "We urge all parties to act with restraint until this humanitarian cease-fire begins, and to fully abide by their commitments during the cease-fire." The statement said the cease-fire was critical to give civilians a much-needed reprieve from violence. During this period, civilians in Gaza will receive humanitarian relief and have time to bury the dead, take care of the injured and restock food supplies. The time also will be used to repair water and energy infrastructure.

Perkins Attacks Kerry On LGBT Rights

"During last week's LGBT pep rally at the State Department, Kerry's rah-rah moment was saying that if confirmed, Ted Osius would be the sixth openly homosexual ambassador. 'We now have hundreds of LGBT individuals in our bureaus at State, USAID, and at posts all around the world.' Of course, what Kerry neglected to mention is that many of those posts are in complete and utter turmoil, in large part because the Obama administration is too obsessed with its homosexual agenda to focus on the real priority of protecting America's national interests. It all confirms what former Defense Secretary Robert Gates wrote in his book -- the only time he sensed passion from the President about any issue involving the military was overturning 'Don't Ask, Don't Tell.' Meanwhile, U.S. veterans (if they aren't on waiting lists for health care) watch helplessly as the blood they poured out to give the Iraqis their freedom is lost while this administration pushes its sexual agenda. No wonder Governor Bobby Jindal (R-La.) is talking about a rebellion brewing in this country. When you juxtapose what's happening at the State Department with what's happening in the rest of the world, it's easy to see why the President's credibility is in shambles." - KKK-affiliated hate group leader Tony Perkins, via press release.

Sec. John Kerry Celebrates LGBT Pride, Tells Embattled Foreign Gays That "You Have A Partner In The United States"

Via press release from the White House.
The Department of State joins the world in celebrating LGBT Pride Month and reaffirms its commitment to the promotion and protection of the human rights of LGBT persons around the globe. In the United States, we have made marked progress in tearing down the unjust and unfair barriers that have prevented the full realization of the human rights of LGBT persons. We know there is more to do, but here, the arc of history is bending towards justice.

I was proud to join my colleagues at our Embassy in London last August to announce that, going forward, same-sex spouses who applied for visas would have their applications considered in the same manner as those of opposite-sex spouses. And just this week, President Obama announced his intention to sign an Executive Order banning federal contractors from discriminating against employees on the basis of their sexual orientation or gender identity.

In many places around the world, however, trends are running in the opposite direction. LGBT individuals and their allies are harassed, arrested, and even killed because of who they are and the work they do. Governments are enacting laws that discriminate against LGBT individuals and their allies and restrict their fundamental human rights. The United States strongly condemns these discriminatory acts and legislation and is working every day, both here in Washington and at our embassies and consulates around the world, to ensure that all persons can exercise their human rights, regardless of their sexual orientation or gender identity.

We raise the human rights of LGBT persons both publicly and privately, and we support civil society organizations who are working on the frontlines to ensure equality and dignity for all. Through the Global Equality Fund – a partnership supported by 14 like-minded governments, foundations, corporations and non-profit organizations – the Department of State has allocated more than $9 million for both emergency and long term LGBT-related programming in more than 50 countries worldwide.

This important work, done in conjunction with allies from civil society, faith communities, the private sector and other governments, is central to our foreign policy. So, to the activists, allies, and LGBT individuals on the front lines combating discrimination, you have a partner in the United States. I stand with you and I wish you safe and happy 2014 Pride celebrations.
This would have been unimaginable not so long ago.

John Kerry Spoke To Uganda's President

Via press release from the State Department:
Secretary of State John Kerry spoke with Ugandan President Museveni yesterday via phone. Secretary Kerry expressed the United States’ deep disappointment in the Ugandan Government’s decision to enact the Anti-Homosexuality Bill. The Secretary noted that the decision complicates the U.S. relationship with Uganda. He also raised U.S. concerns that this discriminatory law poses a threat to the safety and security of Uganda’s LGBT community, and urged President Museveni to ensure the safety and protection of all Ugandan citizens. The two also discussed the law’s negative impact on public health efforts including those to address HIV/AIDS, as well as on tourism and foreign investment in Uganda.
That's the full official message. There may be some analysis from insiders later and I'll post that here as an update.

HRC: Recall US Ambassador To Uganda

Via press release from the Human Rights Campaign:
President Museveni sent a clear message today that bigotry and intolerance – which is now further codified into statute in Uganda – trump the rights of LGBT Ugandans. Let there be no room for doubt, this bill could destroy lives and tear families apart. We call on Secretary of State John Kerry to temporarily recall the U.S. Ambassador to Uganda in order to strengthen our nation’s engagement on this issue. A temporary recall will send one of the clearest signals possible that the United States will not tolerate such abuses to any person’s human rights. We condemn the work of anti-LGBT Americans who pressed for the passage of this law. While many now distance themselves from passage of this bill, their work in Uganda helped bolster support and create space for enactment of the legislation. They could soon have blood on their hands.

John Kerry Reacts To Ugandan Law: We Are Reviewing US Assistance Programs

"This is a tragic day for Uganda and for all who care about the cause of human rights. Ultimately, the only answer is repeal of this law. The United States is deeply disappointed in the enactment of the Anti-Homosexuality Bill in Uganda. For the four years since the bill was introduced, we have been crystal clear that it blatantly violates human rights obligations that Uganda’s Human Rights Commission itself has recognized are enshrined in Uganda’s Constitution. Today’s signing threatens a dangerous slide backward in Uganda’s commitment to protecting the human rights of its people and a serious threat to the LGBT community in Uganda.

"We are also deeply concerned about the law’s potential to set back public health efforts in Uganda, including those to address HIV/AIDS, which must be conducted in a non-discriminatory manner in order to be effective. As President Obama stated, this legislation is not just morally wrong, it complicates a valued relationship. Now that this law has been enacted, we are beginning an internal review of our relationship with the Government of Uganda to ensure that all dimensions of our engagement, including assistance programs, uphold our anti-discrimination policies and principles and reflect our values.

"From Nigeria to Russia and Uganda, we are working globally to promote and protect the human rights of all persons. The United States will continue to stand against any efforts to marginalize, criminalize, and penalize vulnerable persons in any society." - Secretary of State John Kerry, in a press release issued today by the State Department.

Human Rights Campaign: Recall US Ambassadors To Uganda And Nigeria

Via press release:
Today, the Human Rights Campaign (HRC), the nation’s largest lesbian, gay, bisexual and transgender (LGBT) civil rights organization, called on U.S. Secretary of State John Kerry to recall the nation’s ambassadors to Uganda and Nigeria. HRC argued that urgent consultation is required before regular diplomacy can proceed with nations that recently enacted some of the world’s most virulently anti-LGBT laws. “The Ugandan and Nigerian governments’ decisions to treat their LGBT citizens like criminals cannot be accepted as business as usual by the U.S. government. We urge Secretary Kerry to recall both Ambassadors for consultations in Washington to make clear the seriousness of the situation in both countries,” said HRC President Chad Griffin.
RELATED: On Sunday, President Obama issued a statement denouncing Uganda. That same day UN Ambassador Susan Rice tweeted that she had "spoken at length" with Uganda's president and urged him not to sign the latest anti-gay bill.

John Kerry Denounces Gambian President For Vicious Anti-Gay Statement

"The United States is deeply troubled by the hateful rhetoric used by President Jammeh in his National Day speech on February 18.  All people are created equal and should be able to live free from discrimination, and that includes discrimination based on sexual identity and sexual orientation. We call on the Government of The Gambia to protect the human rights of all Gambians, and we encourage the international community to send a clear signal that statements of this nature have no place in the public dialogue and are unacceptable. Human rights and fundamental freedoms belong to all individuals. The United States stands by you no matter where you are and no matter who you love." - Secretary of State John Kerry, reacting to yesterday's vicious statement by Gambia's president. HRC Demands US Action On Nigeria

The Human Rights Campaign has written to Secretary of State John Kerry, demanding a "strong and proactive American response to the humanitarian crisis" in Nigeria. From the list of suggested actions:
Directing the U.S. Embassy in Abuja to perform in-country refugee processing for LGBT Nigerians who are being targeted for arrest under the newly passed law. Recommending that President Obama evaluate removing Nigeria from the list of countries currently eligible for assistance under the African Growth and Opportunity Act. The law requires the President to determine on an annual basis which countries are eligible based “on progress in meeting certain criteria, including progress toward the establishment of a market-based economy, rule of law, economic policies to reduce poverty, protection of internationally recognized worker rights, and efforts to combat corruption. ”Suspending bilateral engagements between the United States and Nigeria that are of particular importance to the Federal Republic of Nigeria, such as suspending Nigeria’s participation in the Young African Leaders Initiative. Using any regulatory, administrative, or statutory means in your arsenal to combat implementation of this law.

UPDATED: President Obama Pledges $100M AIDS Cure Initiative

In a live White House broadcast to mark World AIDS Day, President Obama today pledged $100M to fund an AIDS cure initiative.
A new initiative at the National Institutes of Health will be aimed at "advanc[ing] research toward an HIV cure," Obama said at a White House event marking World AIDS Day, which was Sunday. The initiative is aimed at developing "new therapies," he said. "The United States should be at the forefront of the discoveries how to put HIV in long-term remission without requiring lifelong therapies. Or, better yet, eliminate it completely." Obama took an optimistic tone, pledging that the United States would "remain the global leader in the fight against HIV and AIDS" until the virus is eradicated. The $100 million in funding over the next three years for the HIV Cure Initiative will be "reprioritized," the White House said in a fact sheet released, though it did not elaborate on where exactly that money would come from.
NOTE: The live-stream has concluded.

UPDATE: The National Institute of Health has responded via press release.
“Although the HIV/AIDS pandemic can theoretically be ended with a concerted and sustained scale-up of implementation of existing tools for HIV prevention and treatment, the development of a cure is critically important, as it may not be feasible for tens of millions of people living with HIV infection to access and adhere to a lifetime of antiretroviral therapy,” Dr. Fauci noted. “Our growing understanding of the cellular hiding places or ‘reservoirs’ of HIV, the development of new strategies to minimize or deplete these reservoirs, and encouraging reports of a small number of patients who have little or no evidence of virus despite having halted antiretroviral therapy, all suggest that the time is ripe to pursue HIV cure research with vigor.”

Funding for these new initiatives will come from existing resources and a redirection of funds from expiring AIDS research grants over the next three years. NIH Director Francis S. Collins, M.D., Ph.D., said, “Flat budgets and cuts from sequestration have had a profound and damaging impact on biomedical research, but we must continue to find ways to support cutting-edge science, even in this environment. AIDS research is an example of an area where hard-won progress over many years has resulted in new and exciting possibilities in basic and clinical science in AIDS that must be pursued.”

GENEVA: International Accord Reached With Iran To Halt Nuclear Program

Big news out of Switzerland tonight. The United States, France, Germany, China, Russia, Great Britain, and the European Union have brokered a deal with Iran on its nuclear program. Via New York Times:
The United States and five other world powers announced a landmark accord Sunday morning that would temporarily freeze Iran’s nuclear program and lay the foundation for a more sweeping agreement. It was the first time in nearly a decade of talks, American officials said, that an international agreement had been reached to halt much of Iran’s nuclear program and roll some elements of it back.

According to the agreement, Iran would agree to stop enriching uranium beyond 5 percent. To make good on that pledge, Iran would dismantle links between networks of centrifuges. All of Iran’s stockpile of uranium that has been enriched to 20 percent, a short hop to weapons-grade fuel, would be diluted or converted into oxide so that it could not be readily used for military purposes. No new centrifuges, neither old models nor newer more efficient ones, could be installed.

Centrifuges that have been installed but which are not currently operating could not be started up. The agreement, however, would not require Iran to stop enriching uranium to a level of 3.5 percent or dismantle any of its existing centrifuges. The accord was a disappointment for Israel, which urged the United States to pursue a stronger agreement that would lead to a complete end to Iran’s enrichment program. But Iran made it clear that continuing enrichment was a prerequisite for any agreement.
The president spoke about the deal late last night.

Kerry Announces Agreement On Syria

NPR has this morning's development:
U.S. Secretary of State John Kerry and Russian Foreign Minister Sergey Lavrov said Saturday they have reached an agreement on a framework for Syria to destroy all of its chemical weapons, and raised the specter of a potential U.N. Security Council resolution that could authorize sanctions — even military action — if President Bashar Assad's government fails to comply. The diplomats announced on the third day of intense negotiations in Geneva that some elements of the deal include a timetable and how Syria must comply. Notably, Kerry said they had agreed on grounds under which they might request a Security Council "Chapter 7" resolution — authorizing both military and non-military sanctions.

Headline Of The Day

MSNBC has the latest:
Syria confirmed it would accept a Russian-brokered deal to hand over its chemical weapons Tuesday, but the White House said President Barack Obama would still ask Congress to approve the use of military force against Damascus. Syria’s Foreign Minister Walid al-Moualem told NBC News in Moscow that he hoped acceptance of the "peaceful solution" would "put an end to the war." He was speaking hours after France announced it would seek a U.N. Security Council resolution along similar lines. That added to the international momentum behind the proposal, which has already been endorsed by Iran and China and cautiously welcomed by Britain and Germany.
The Senate vote on a potential strike on Syria is tomorrow.

83 Members Of Congress Petition John Kerry To Protect Gay Athletes At Olympics

Rep. Jerry Nadler (D-NY) has written a letter to Secretary of State John Kerry which demands protections for LGBT athletes at the Sochi Olympics. The letter was co-signed by 83 members of the U.S. House.  The letter closes:
We applaud the State Department’s commitment to ensuring that U.S. diplomacy and foreign assistance promote and protect the human rights of LGBT persons abroad, and the actions your agency has already taken to communicate concerns about the overall direction on LGBT rights in Russia directly to the Russian government. In light of the importance of U.S. leadership on LGBT issues, and the quickly-approaching Sochi Games, we urge the State Department to determine the appropriate course of action to assure the safety and well being of LGBT and LGBT— supporting individuals involved in or attending the 2014 Sochi Olympics and Paralympics. We look forward to hearing from you regarding what efforts have been undertaken, especially efforts undertaken in coordination with other foreign governments, and are committed to working together with you on this issue.
The full list of names on the letter is here.
