NEW YORK: Gay Pol Thanks Miley Cyrus For Help With Homeless Youth Funding Bill

Openly gay New York Sen. Brad Hoylman today thanked pop star Miley Cyrus for helping win millions of dollars in state funding for homeless youth shelters. Via DNA Info:
The 2015 New York State Budget now has $4.5 million in funding for homeless youth shelters, the first significant increase in seven years — thanks to Miley Cyrus. State Sen. Brad Hoylman said credit for convincing Gov. Andrew Cuomo, Assembly Speaker Carl Heastie and Senate Majority Leader Dean Skelos to include the funding belongs to the "Wrecking Ball" singer. "I want to thank Miley Cyrus for her advocacy in helping raise awareness through our #5000TooMany social media campaign," Hoylman said in a statement. "Miley’s advocacy on behalf of homeless kids made a difference and is a perfect example how star power can be used to help others." Cyrus sent a letter to the Albany power trio a week ago urging them to include the funding in the budget.
State funding for homeless youth had been cut by two-thirds since 2008. The restored funding will reportedly pay for 1000 new shelter beds. The above-linked story does not specify how the new funding might be distributed to homeless LGBT youth services such as the Ali Forney Center.

TODAY: Day Of Action To Pass Trans Rights In New York State Senate

The Gender Expression Non-Discrimination Act has passed in the New York Assembly SEVEN times, but shamefully it has never been allowed to come to a vote in the state Senate. Today openly gay Sen. Brad Hoylman (above right) and Sen. Daniel Squadron will attend a rally at the state capitol building. Via press release from the Empire State Pride Agenda:
“It is unconscionable that, in most of the state, an individual can lose his or her job or home or be denied the right eat at a restaurant based on gender identity or expression," said New York City Public Advocate Letitia James. "These are not hypothetical scenarios—one out of every three transgender New Yorkers have been homeless; two out of three experience discrimination at work; and one in five have been fired explicitly for being transgender. New York City is one of only 11 cities and counties in New York State that have passed local GENDA laws. Outside these communities, this despicable discrimination is perfectly legal. GENDA is a basic human rights law and it must be passed statewide and it must be passed this year to secure the most fundamental protections against discrimination."
Come on New York, this is embarrassing.

New York City LGBT Center Celebrates With Ribbon-Cutting After $9.2M Remodel

Last night I attended the ribbon-cutting ceremony at the New York City LGBT Center, which is almost finished with a 14-month $9.2M remodeling that has dramatically reshaped the building, an 1844 structure that in 1938 became Food Trades Vocational High School. Leading the ceremony was Center executive director Glennda Testone and Edith Windsor, who announced that the Center will be the recipient of her personal papers. Speakers included Manhattan borough president Gale Brewer, City Councilman Corey Johnson, state Sen. Brad Hoylman, state Assemblywoman Deborah Glick, NYC Comptroller Scott Stringer, and a representative from Mayor De Blasio's office, who declared yesterday to be LGBT Center Day in New York City. The Center hosts hundreds of groups and was the birthplace of ACT UP. The ribbon was provided by rainbow flag creator Gilbert Baker.

NEW YORK: State Senate Blocks Trans Rights And "Ex-Gay" Therapy Ban Bills

As expected, the GOP leadership of the New York state Senate has blocked the passage of both GENDA and a bill that would ban the "ex-gay" torture of minors. Openly gay state Sen. Brad Hoylman reacts via press release:
“It's bitterly disappointing that the State Senate bowed to partisan politics and failed to protect our kids in New York from so-called “conversion therapy," which considers homosexuality a sickness that needs to be cured. This bill had the votes to pass the Senate, virtually unanimous support from mental health professionals, and was modeled after legislation passed with bi-partisan support in California and New Jersey, where it was signed by Republican Governor Chris Christie. The bottom line is until we change the leadership of the State Senate, New Yorkers can continue to expect forward-thinking bills to stall. Add conversion therapy to the pile of failed progressive initiatives in the Senate, which includes a decent minimum wage, codifying a woman's right to choose, the DREAM Act, the Gender Expression Non-Discrimination Act, and others. I want to thank Governor Cuomo, my co-sponsors Assembly Member Deborah Glick and Senator Mike Gianaris, my supportive Senate colleagues from both parties, the Empire State Pride Agenda, and the scores of individuals who shared their deeply personal stories about their experiences with sexual orientation change efforts. I will continue to work with all of them to outlaw this practice.”

The bill to protect LGBT youth from conversion efforts passed with strong bipartisan support in the Assembly. We had the votes lined up from both sides of the aisle in the Senate. We had widespread backing from every medical association and the general public. GENDA passed for the seventh time in the Assembly and has already been signed into law in 18 other states. Yet Senate leaders refused to bring both to the floor for a vote. Clearly something is broken in Albany. There is no good reason why two bills critically important to the lives of LGBT New Yorkers did not pass in the Senate this session. The Senate Leadership failed us today by not bringing these life-saving bills to the floor for a vote. Without GENDA New York remains behind more than one third of the country that already provides protections for transgender individuals. By not passing the bill to protect LGBT youth from conversion efforts, our youth remain vulnerable to harm at the hands of quack therapists. The failure of the Senate Leadership to bring these bills to the floor for a vote leaves thousands of transgender New Yorkers vulnerable to discrimination where we work and where we live. And children are left susceptible to dangerous and discredited conversion efforts in the offices of so-called therapists licensed by the State of New York. We will not give up. We will hold our elected officials accountable for their failure yet again to protect LGBT New Yorkers.
The New York state Senate has a slim GOP majority and pro-LGBT bills are regularly thwarted with the aid of Democratic anti-gay crackpot Sen. Ruben Diaz.

NEW YORK: State Assembly Passes Ban On "Ex-Gay" Torture For Minors

New York's Assembly has passed a ban against health professionals trying to change a child's sexual orientation through therapy. On Monday the Democratic-led Assembly passed the ban 86 to 28. It would prohibit licensed psychologists, psychiatrists, social workers, mental health practitioners and physicians from using conversion therapy on anyone under 18. Clergy would not be included. The American Psychological Association says there is no evidence so-called gay conversion therapy can change someone's sexual orientation. Bans against gay conversion therapy have already gone into law in New Jersey and California. A proposed ban was voted down in Illinois in April. Opponents of the ban say that it may infringe on a person's freedom of speech.

“We’re thrilled by the rapid progress and bipartisan support this bill has earned during this session. We are hopeful that we can see this legislation signed into law this year. We call on the New York State Senate to follow the example of their Assembly colleagues, as well as leaders in New Jersey and California, the medical community, and public opinion, by passing this bill now so we can put it on Governor Cuomo’s desk for a signature.” said Empire State Pride Agenda Executive Director Nathan M. Schaefer. “This issue is non-partisan; we’re all in agreement that harming LGBT youth is unacceptable and we must put an end to this damaging and discredited practice. We cannot let another day go by where our youngest New Yorkers are vulnerable to this avoidable harm.”
The bill's sponsor in the state Senate is openly gay Sen. Brad Hoylman, who writes:
"Today's passage of A.6983-B in the New York State Assembly is a major step towards banning so-called conversion ’therapy‘ on LGBT youth by licensed mental health professionals. Being an LGBT young person isn't an illness that needs to be cured. Thanks to the leadership of Assembly Member Glick and Speaker Silver, we're one step closer to joining New Jersey and California in protecting our kids from being subject to this dangerous practice and their parents from being victims of a proven scam. Banning conversion therapy is a nonpartisan issue that should receive full consideration by my colleagues in the Senate."
The bill faces an uphill battle in the state Senate, where the slim Republican majority has often swatted down pro-LGBT measures with the aid of "Democrats" like Sen. Ruben Diaz. GENDA, the transgender rights bill, has been approved by the Assembly seven times but has never made it through the Senate.

NEW YORK: Gay State Sen. Brad Hoylman Sponsors Bill To Legalize Surrogacy

In 1992 New York state outlawed paid surrogacy after the famed Baby M case in which a gestational mother refused to surrender her baby to the New Jersey couple who had paid her to carry the child. Three years ago openly gay New York state Sen. Brad Hoylman and his now-husband had a baby via surrogacy with a California woman. Hoylman this week became the state Senate sponsor of a bill to repeal New York's ban.
Surrogate baby-making has long been a path taken by the affluent and celebrities, partly because it takes good legal advice and money to accomplish. But in recent years, it has been growing among gay men, who in a fundamentally conservative embrace of family values, see having children and building a family as the logical next step after getting married. “Not to be cliché, but you know how the phrase goes — first comes love, then comes marriage, then comes the baby and the baby carriage,” said Allison Steinberg, a spokeswoman for the Empire State Pride Agenda, which has endorsed the bill.

The bill’s supporters argue that it makes no sense for New York, which has a large number of fertility clinics, not to mention a flourishing gay community, not to be able to offer commercial surrogacy to those who want it. And they say that making surrogacy more widely available could reduce the exorbitant costs, easily as much as $100,000 per baby. In Mr. Hoylman and Mr. Sigal’s case, neither of their parents expected them to have children. “Now they think he’s a family man,” Mr. Sigal said, grinning at his husband. “It’s a funny phrase,” Mr. Hoylman said. “This is what it takes for people to relate to you.”
Gestational surrogacy can cost over $100,000, including medical and legal fees. So-called altruistic surrogacy, in which the mother is not paid, is legal in New York state. Paid surrogacy is also illegal in Arizona, Indiana, Michigan, Nebraska, and Washington DC, according to the New York Times.

A bill first introduced last year by Senator Brad Hoylman, a Manhattan Democrat, was just reintroduced in the New York State legislature with new amendments. Our Governor, Andrew Cuomo, is the one who introduced anti-Leviticus marriage ceremonies in this state and is quite likely to advocate passage of this bill. The LGBTPed community is in high gear and it appears that the religious communities are way behind the eight-ball. As of this writing, not one of our Torah organizations has issued a statement on the New York State bill. The bill, in essence, deprives both minors and therapists the freedom of seeking out therapies that will encourage redirection for those struggling with unhealthy physical attractions. NEW YORK: Gay Lawmakers Introduce Bill To Ban "Ex-Gay" Torture Of Minors

This legislation would protect LGBT youth from so-called therapists who use dangerous and discredited practices aimed at changing their sexual orientation or gender identity or expression. “Trying to change someone’s true identity through so-called therapy is a dangerous practice that can seriously harm our LGBT youth,” said Pride Agenda Executive Director Nathan M. Schaefer. “Anyone who says they can change an LGBT person from being who they are is preying off of fear and confusion to sell a practice that doesn’t work and causes lasting harm.” “We are happy that Empire State Pride Agenda is advocating for this important legislation,” said Assemblymember Deborah Glick (D – Manhattan). “Stronger laws to protect LGBT youth from being subjected to these unsafe and disproven practices are long overdue.” "Banning this so-called 'therapy' is a bipartisan issue. Since last spring, legislation prohibiting it has passed with bipartisan support in New Jersey and was upheld by a federal court in California,” said Senator Brad Hoylman (D,WFP – Manhattan). "It's time for New York to protect our kids from this insidious practice, which has been thoroughly discredited by experts and poses a serious threat to the health and well-being of LGBT youth."
Similar bills have passed in California and New Jersey. Last week a similar bill was introduced in Maryland.

NEW YORK: Gay State Senator Wants To Ban Outside Gigs For Legislators

Openly gay New York state Sen. Brad Hoylman has introduced a bill that would bar state legislators from taking outside jobs while in office.
Though the job of state legislator carries an annual base salary of $79,500 — highest in the country after California — it is considered part-time. Some lawmakers have outside employment that pays them far more than that, particularly the leaders. Assembly Speaker Sheldon Silver reported making up to $450,000 at his law firm, while Senate GOP leader Dean Skelos makes up to $250,000 from his. Gov. Cuomo’s anti-corruption commission has sent out a slew of subpoenas aimed at finding out what, if anything, the lawmakers are doing for their outside pay. In a recent report, the commission found that 89 of the 174 legislators who served in 2012 and returned in 2013 reported at least one source of outside income, with 73% earning at least $20,000. The panel claimed having second jobs “is not inherently wrong” but can lead to conflicts of interest or the appearance of corruption. Several lawmakers in recent years were charged or went to prison for improperly mixing state and private business. Hoylman said his bill would make the question moot by placing the same moonlighting ban on lawmakers as imposed on the governor, controller and attorney general.
Hoylman is in his first term and was elected to the Manhattan district formerly represented by openly gay state Sen. Tom Duane, who retired in 2012.

NYS Comptroller To Sochi Sponsors: Denounce Russia's Anti-Gay Crackdown

New York state Comptroller Thomas DiNapoli has signed onto a letter which demands that sponsors of the Sochi Olympics issue a denouncement of Russia's anti-gay pogrom. Andy Humm reports at Gay City News:
Ten major Olympic sponsors from Coke to Dow Chemical –– none of which has acceded to calls that they speak out forcefully against Russia’s laws making it a crime to be gay in public –– are now being pressured by the $161 billion New York State Common Retirement Fund, led by Comptroller Thomas DiNapoli, to do that and more. New York City Comptroller John Liu and 19 private investment firms also signed the December 3 letter, which has yet to yield a response from the sponsors of the Olympics scheduled for February in Sochi, Russia. “The Russian government’s discriminatory laws have cast a shadow over the Olympics,” DiNapoli said in a December 5 release calling on the sponsors to “stand up for the respect and equality enshrined in the Olympic movement, advocate for human rights, and confront abuses.”
DiNapoli is under pressure from gay politicians, including state Assemblyman Daniel O'Donnell and state Sen. Brad Hoylman, who have called on him to divest New York state of all Russian interests.  Read the full letter to Sochi's sponsors.

NEW YORK CITY: Activists Demand "Robin Hood Tax" On Financial Institutions

Yesterday about a thousand activists marched on the United Nations, demanding the creation of a so-called "Robin Hood Tax" on Wall Street and financial institutions around the world. Forbes posted a press release:
To commemorate the 2nd Anniversary of Occupy Wall Street, the Robin Hood tax coalition that consists of two hundred million supporters around the world including Occupy Wall Street, Bill Gates, Warren Buffet, UN Secretary General Ban Ki-Moon, The Vatican, The AFL-CIO, Lawrence Summers, Nancy Pelosi, Nobel Prize Laureates Desmond Tutu, Al Gore, Joseph Stigliz and Paul Krugman will rally to support H.R. 1579, the Inclusive Prosperity Act, a financial transaction tax of 0.5% that will raise hundreds of billions of dollars a year that puts people before profit and helps stabilize the financial markets. Dozens of major economies have already implemented this tax. 11 countries including Germany and France will begin to implement the tax on January 1.

NEW YORK: Legislators Renew Push For Ban On "Ex-Gay" Therapy For Minors

Perhaps emboldened by the success in New Jersey, a trio of  New York state legislators are renewing the push to ban "ex-gay" therapy for minors.
State Sens. Brad Hoylman (D-Manhattan), Michael Gianaris (D-Queens) and Assemblywoman Deborah Glick say New York pols should swiftly pass a similar bill they introduced earlier this year that stalled in Albany. “Conversion therapy is among the worst frauds in history and has been discredited by the American Psychological Association and other leading mental health organizations,” said Hoylman [pictured], the state’s only openly gay senator. The New York bill would bar mental health providers from trying to change the sexual orientation of anyone under the age of 18. If enacted, a licensed mental health provider who ignored the law would be cited for unprofessional conduct and subject to licensing sanctions.
RELATED: The anti-gay Liberty Counsel yesterday announced that it will sue to block New Jersey's bill from being implemented. California's bill, which was signed last September by Gov. Jerry Brown, remains on hold due to the Liberty Counsel's appeal.

Slapping At Quinn Press Conference

A mayoral campaign press conference for New York City Council Speaker Christine Quinn turned violent yesterday when an anti-Quinn protester slapped openly gay state Sen. Brad Hoylman in the face. The protester, seen above shaking his fist at openly gay former state Sen. Tom Duane, said that he blames Quinn for the closure of St. Vincent's Hospital in the West Village, forcing him to travel ninety minutes to the Bronx to visit his wife, who he said died in a hospital there on Saturday.

Ironically, Hoylman and Duane, both Quinn supporters, were at the press conference to back Quinn's claim that rival mayoral candidate and Public Advocate Bill de Blasio "had done nothing" to prevent St. Vincent's closure. But also there was the usual contingent of anti-Quinn activists that have dogged her every public appearance for years.  Politicker has more on the fracas:
“Shame, shame, shame on you,” the group chanted as the press conference was set to begin, drowning out Ms. Quinn’s supporters. As the press conference continued, the voices grew louder, with the protesters proclaiming that Ms. Quinn–who was not present at the event–had “blood on her hands.” At one point, George Capsis, reportedly the publisher of the WestView News, who is known for causing scenes at local meetings, leapt in front of Mr. Duane, screaming: “You’re a fatuous idiot!” as he shook his fist.

The situation grew more intense as spokespeople for Ms. Quinn’s campaign attempted to get the man to leave. Instead, Mr. Capsis struck Mr. Hoylman in the face as he made his way out through the crowd. After rejoining the protesters, Mr. Capsis hit another Quinn supporter in the face, prompting the supporter–an intern–to leave the scene in tears. Later, Mr. Capsis tried to explained why he’d hit Mr. Hoylman. “He’s a vacuous idiot. He never supported saving the hospital,” Mr. Capsis charged.
Politicker notes that Capsis was charged with slapping a police officer last year.  No charges have apparently been filed for his assaults on Hoylman or the Quinn staffer. The Quinn campaign says they did file a police report, but the NYPD says it has no record of such. The New York Daily News adds that a member of the anti-Quinn group also taunted Duane, a recovering alcoholic, by shouting, "Have another drink, Tom!"

The anti-Quinn group, Anybody But Quinn, which has blanketed local television with ads all summer long, issued a statement lauding its members for "unleashing a bold counter-protest" at the press conference but made no mention of the assaults. It is unclear if Capsis is a member of the group.

NEW YORK CITY: Gay Politicians Demand Obama Act On Russia's Anti-Gay Abuses

A coalition of gay New York state legislators and gay NYC politicians have issued a joint letter to President Obama which demands that he respond to Russia's crackdown on LGBT people by canceling a coming meeting with Vladimir Putin. Via press release, here's the letter in full:
Dear President Obama:

We write as lesbian, gay, bisexual and transgender (LGBT) elected officials from New York City in anticipation of your deciding whether to continue or cancel plans for an upcoming diplomatic trip to Russia to meet with Russian President Vladimir Putin. While you are considering whether to cancel that trip in light of Russia's decision to give asylum to Edward Snowden, we also urge you to consider the country's horrendous treatment of members of the LGBT community and its clear human rights abuses aimed at our community. Russia has become a country that persecutes anyone who might be LGBT or supports gay rights.

As then Secretary of State Hillary Clinton said on behalf of your administration, “Gay rights are human rights, and human rights are gay rights. It should never be a crime to be gay.” Given that President Putin and Russia have enacted laws to criminalize gay people and supporters and deny human rights to their LGBT citizens, they should not be the beneficiary of any trip by your office until they fully restore all civil rights to LGBT people in their country. Recent actions taken by the Russian government have led LGBT citizens to face not only a society that is intolerant of their basic civil rights, but also a country that would imprison them for declaring support for their own fundamental rights as humans. This has promoted an atmosphere of hate where gay people fear for their own lives and safety. Police are allowed to arrest foreigners who are considered gay or pro-gay and detain them for up to 14 days. Under their new law, as a pro-gay supporter even you could be subject to arrest and imprisonment while in Russia.

Mr. President, you will remember that in December 2011 the White House released a presidential memorandum directing executive officers and agencies that deal in foreign affairs to address human rights abuses against LGBT people abroad and to pressure foreign governments to decriminalize homosexuality. Now it is time for you and your administration to directly act on this memorandum. The LGBT community and its allies in Russia are under attack and the victims of clear human rights abuses. We urge you to stand in solidarity with us. Refuse any diplomatic mission to Russia until President Putin stops these abuses now and agrees to make Russia a country that proudly supports its LGBT community and its allies worldwide. We expect nothing less.

NY OK's Pharmacy Meningitis Shots

Last night, New York State Governor Andrew M. Cuomo signed into law State Senator Brad Hoylman’s (D -Manhattan) and State Assembly Member Daniel O’Donnell’s (D-Manhattan) legislation to expand access to meningitis vaccines in the midst of an alarming and deadly outbreak of the disease among men who have sex with men (MSM).

According to the New York City Department of Health and Mental Hygiene (DOHMH), 22 cases of meningitis among MSM have been reported since 2010, including 17 cases since 2012, seven of which were fatal. The legislation (S.4881A/A.7324A) authorizes licensed pharmacists who have received additional certification, as well as certified nurse practitioners, to administer meningococcal vaccinations to adults 18 years of age and older.

“I am grateful to Governor Cuomo for signing this potentially life-saving bill into law,” said Senator Hoylman. “Allowing pharmacists to administer the meningitis vaccine will help us stop a wider outbreak of this deadly disease, which had evolved into a serious public health concern for New York’s LGBT community. The best way to prevent illness and death from meningitis is to be vaccinated. As we've seen with the flu vaccine, when pharmacists have the authority to administer a vaccine, immunization rates increase.”

Say His Name: MARK CARSON

Hundreds of LGBT New Yorkers turned out tonight for a candlelight vigil held at the West Village corner where Mark Carson, 32, was murdered early yesterday morning. The event was organized by Adam Feldman and speakers included activists Eugene Lovendusky, Robert Pinter, and Brendan Fay. Among the local politicos in attendance were state Sen. Brad Hoylman, state Assemblyman Micah Kellner, and City Council candidate Corey Johnson.  Speaker after speaker exhorted the crowd: "Say his name!"  Everybody: "Mark Carson, Mark Carson, MARK CARSON!" 

NOTE: On Monday there will be a rally at the LGBT Community Center at 5:30PM, followed by a march to the scene of the murder.

Gay NY State Reps Endorse Quinn

New York state Assemblymember Deborah Glick and state Sen. Brad Hoylman have endorsed Christine Quinn for New York City mayor.  Via their joint press release:
“Christine Quinn has remained a stalwart advocate of civil rights, driven by a passion for equality and justice,” said State Senator Brad Hoylman. “She is a ‘do-er’ not a ‘say-er’—her commitment to improving housing and employment rights, increasing public safety, ensuring reproductive freedom and fighting against discrimination in the workplace shows Christine is true leader who will move New York City forward. As a grassroots organizer, I know what it takes to get the job done and Christine Quinn is the candidate I can count on to make sure New York City is just and fair, for residents of all races, genders, sexualities and backgrounds.”
Hoylman was first elected in November and is the only openly gay member of the state Senate. His district includes Chelsea, Hell's Kitchen, and the West Village. Glick's district covers the West Village and much of lower Manhattan. She was the first ever openly gay New York state legislator and is in her eleventh term in the Assembly.
